There aren't any particular restrictions compared to over there, but I don't think you should worry too much about those restrictions if you're using a Deck that uses this card.
I'd like to differentiate him by being a monster, but his stats are a delicate number and his race is a minor one, so it's still a bad impression.

The basic role is mainly release personnel for his Tribute Summon of LIGHT monsters such as Blue-Eyed. However, compared to the time when this card came out, he became able to Special Summon the highest-level monsters easily, so it seems that the role of this card tends to be taken away. I don't think it's useless in a situation where Special Summon is sealed.
